Melissa O'Connor is a partner and member of Chapman's Public Finance Department. She serves as bond counsel, disclosure counsel, and underwriter's counsel on governmental purpose securities transactions.

Melissa represents a wide range of governmental issuers across Illinois, including school districts, park districts, community college districts, library districts, counties, cities, villages, townships, forest preserve districts, and fire protection districts. She routinely advises issuers, investment banks, commercial banks, and municipal advisors on state and federal tax law matters related to the structure and sale of governmental obligations.

Melissa is an active participant in the Illinois public finance community and a member of the Illinois Association of School Business Officials. She is a frequent panelist and speaker on public finance topics, including borrowing alternatives, elections, post-issuance bond compliance and disclosure requirements.

Melissa started her law career at Chapman after participating in the firm’s summer associate program during law school.
