Overview

Chapman and Cutler LLP provides bond counsel, underwriter's or disclosure counsel and issuer's counsel representations in obligations issued by public library districts and local libraries. Public library districts and local libraries may issue voter-approved general obligation bonds supported by an ad valorem tax levy for the purposes of building, maintaining and improving public and local libraries and acquiring library materials such as books, periodicals, recordings and electronic data storage and retrieval facilities. Public library districts and local libraries may also grant mortgages, issue debt certificates for the purchase of real or personal property and issue general obligation alternate bonds for library building and improvement projects. Library districts and local libraries may also borrow money in anticipation of the receipt of taxes and issue tax anticipation warrants and may restructure outstanding debt by issuing refunding bonds.
