Overview

Rich Tomei is a partner in Chapman and Cutler's National Public Finance Department. He has served as bond, borrower's, underwriter's, and issuer’s counsel over his 25+ years of practice, focusing on the health care and housing sectors.

Rich has acted as bond counsel and borrower’s counsel for health care providers across the United States, and has experience with virtually all of the transaction structures utilized today in the tax exempt finance area, including significant experience with derivatives and other interest rate hedging structures. He also has experience representing investment banking firms in connection with housing bonds.

Rich has appeared as a speaker for health care industry forums and for seminars sponsored by the National Association of Bond Lawyers, speaking on topics relating to health care finance, disclosure issues, and derivatives.
