Overview
Rose Gallagher is senior counsel and a member of Chapman's Banking and Financial Services Department and Public and Institutional Banking & Finance Group. She has extensive experience in the private legal sector focusing on public finance and serving as bond, borrower’s, lender’s and underwriter’s counsel in transactions involving tax-exempt general obligations, lease financings, and revenue bonds for various units of government and non-profit corporations.
Rose joined Chapman as an associate where she counseled corporate and governmental entities on federal securities law, Illinois state law, and federal tax law in connection with public finance transactions. She became a partner and chaired the firm’s Employment Committee and also received the firm’s Pro Bono Achievement Award for her pro bono service as a guardian ad litem with Chicago Volunteer Legal Services (CVLS).
Rose’s pro bono work with CVLS sparked her interest in social services, and she departed Chapman to pursue a master's degree from the University of Chicago Crown Family School of Social Work, Policy, and Practice, where she was the recipient of the Vitale Family Scholarship. Rose has used her interdisciplinary background in law and social work to (i) volunteer as a Child Advocate for unaccompanied immigrant children and (ii) advocate for public policies at the local, state and federal levels that impact at-risk young children and their families, and seeking, securing and stewarding private funding from foundation donors.
Rose returned to Chapman after practicing with a Midwest-based law firm.
While in law school, Rose was appointed by the Indiana Governor to serve as the student trustee on the Board of Trustees of Indiana University. In 2019, she received the Indiana University Bicentennial Medal in recognition of her service to the university.
